Not quite. I thought is might also work as California Masonry’s 19th Amendment, but that doesn’t quite work either. Neither does the 15th. No good analogies. And few would get the reference. It’s closer to self-serving attempts to give the vote to more people, thinking those people will vote like you do.
And 17-05 would drastically increase the vote, perhaps not in ways that are intended.
It would disproportionately increase the number of votes from the SF and the Bay, which I imagine would find favor with many of the existing GL power brokers. If this is the goal, it is a rather crude way to go about it. But it would explain a peculiar resolution being put forth by none of the usual suspects.
Actually, I think I found the right analogy. It’s kind of like letting the 80 million non-Americans who – born here or not – are turning this country in a direction that the natives don’t want to go.
